Need for alignment
National strategy ↔ EU strategy
- All 3 respondents (100%) consider alignment between national and EU global health strategies important.
- Alignment on key principles and overall objectives is seen as essential to strengthening the EU's collective voice on the global stage and ensuring better coordination, particularly in emergency situations. National strategies can retain distinct ambitions tailored to country-specific priorities.
- An aligned strategy should address a wide range of interconnected issues: pandemics, health system strengthening, access to healthcare, environmental health, food security, and the link between global health and peace.
- Effective implementation depends on cooperation across multiple actors: national governments, international organizations (such as WHO), civil society, NGOs, and academia — enabling consensus building, resource mobilization, and more effective responses to global health priorities.

Communication and implementation
Disseminate, engage, implement
- Communication must extend beyond traditional governmental channels and actively involve civil society, citizens, health workers, and policy decision-makers working on foreign affairs and health who are not always included in institutional dialogues.
- A range of tools should ensure broad outreach: official publications, strategic documents, national and international media, social media platforms, and EU Delegations and Missions. Tailoring communication to different audiences helps raise awareness and engagement across sectors and regions.
- Stronger political commitment — through concrete decisions by governments and parliaments — is considered essential to reinforce implementation.
- Frequent dialogue and briefings with EU Member States can enhance coordination, transparency, and alignment in the execution of the strategy.

National strategy
Not yet, but considered essential
- Croatia does not have a National Strategy for Global Health and has no Global Health Ambassador — both confirmed unanimously (100%) by all respondents.
- Despite this absence, 100% of respondents consider it important and useful to develop a national strategy for Global Health.
- Key global health activities in Croatia are currently referenced through WHA resolutions: WHA75 (2022) on health workforce, WHA76 (2023) on rehabilitation, and WHA77 (2024) on health emergency preparedness and national health visioning.

National coordination and key actors
Who does what, and how they talk to each other
- 2 out of 3 respondents (66.7%) report the existence of a formal coordination mechanism; 1 out of 3 says none exists.
- Key actors identified include: the Ministry of European and Foreign Affairs, Ministry of Health, Croatian Institute of Public Health (HZJZ), HZZO, MIZ, the Government, Parliament, Center of Global Health, and the School of Public Health "Andrija Štampar".
- Concrete, actionable steps and stronger political commitment from governments and parliaments are seen as essential to reinforce GH strategy implementation and ensure consistent follow-up.
