Key messages
This is a summary of the key messages emerging from the open-ended responses of the Latvian stakeholders surveyed, organized by theme.
01
Need for alignment
National strategy ↔ EU strategy
- Both responding stakeholders consider it important that national and EU Global Health strategies are aligned.
- Latvia does not have a standalone Global Health Strategy, but considers its national strategies and plans to be embedded within and aligned with the priorities of the EU Global Health Strategy.
- The Ministry of Health, together with its subordinate institutions, is responsible for implementing these aligned strategies, supporting coherence between national planning and EU priorities.
02
Communication and implementation
Disseminate, engage, implement
- Both stakeholders agree on the need to further disseminate information about the EU Global Health Strategy and its contents.
- Communication should target both citizens and government actors, particularly Health Ministries, as the primary audiences.
- Recommended channels include social media, regular emails or bulletins, and thematic or general meetings.
- To support implementation, the Strategy must be communicated by credible and trusted authorities.
- A shared platform for progress updates, consultations, and best practices is recommended to ensure transparency and engagement.
03
National strategy
Embedded, not standalone
- Latvia does not have specific initiatives or projects dedicated to a standalone Global Health Strategy.
- It has several national strategies and plans aligned with the priorities outlined in the EU Global Health Strategy, including the Public Health Strategy 2021-2027, the Digital Health Strategies until 2029, and dedicated plans on oncology, infectious diseases, antimicrobial resistance, and mental health.
- The Ministry of Health, together with the Centre for Disease Prevention and Control, the National Health Service, the State Agency of Medicines, and the Health Inspectorate, is responsible for their implementation.
04
National coordination and key actors
Who does what, and how they talk to each other
- The main Global Health actors in Latvia include the Centre for Disease Prevention and Control (CDPC), the National Health Service, the Ministry of Health, Riga Stradiņš University, and the Latvian Digital Health Centre.
- Respondents are split on whether a coordination mechanism exists: one indicates a formal mechanism is in place, the other reports not knowing of one.
- Where a mechanism is acknowledged, its specific nature is described only generically ("Other"), suggesting coordination practices may not be widely or clearly understood across institutions.
